See if the colleges with RN programs in your area offer refresher classes or classes that specifically help people that have failed the NCLEX. I think that would be better than studying on your own.
I agree with the first answer, find a structured review course, Kaplan is a company that offers NCLEX review and preparation courses all over the country, and I believe they offer a money back guarantee if you follow their program and still fail.
Is English your second language? If so, that could also be an issue which is contributing to your difficulty and you might seek a course to help improve your reading and comprehension skills, etc.

I would def take a structured review class like Kaplan. Also the other poster was correct..look at colleges in your area. Many have nurse refresher courses or courses for nurses re-entering the field after a long abscence. That may help yu better grasp the US way of nursing and testing.
Also, simply doing questions over and over will also improve your odds of passing. Ge a couple of books with CD’s in them. Many books have 3000 plus questions. try the NCLEX 3500 as well.
