They probably refused because they didn’t have the facilities that your friend needs. He needs to be in a hospital where they can attend to his needs properly. Nursing homes are not hospitals. They are only a place that the elderly or others that can’t look after themselves are put so that they can be looked after basically by people who are trained to do so.
I don’t know what country you’re in, but here in the States, if it’s a private nursing home, then they can decide who they will accept for care. If it’s a governmental nursing home, then no they can’t turn people away.
