My cumulative GPA is above the federal requirement to maintain my student loan eligibility but I failed a class this semester and wanted to know if it still counted as completed? I know you are required to complete at least 67% of all course attempted to remain eligible that is why.

No, a failure is not completed. Completed means that you successfully earned the credit for the class.
Well if you have a good grades on other subjects then it may be counted, until your GPA will be below required. But anyway you have to retake this class
