My friends have enrolled on a nursing review center for the licensure exam. They already paid the full payment for such. The review program have not started yet. And my friends decided not to join the program. Do they have the right to have a refund since the program have not started yet? Or is the review center not obliged to refund them? Please give me links or books about laws governing about this matter. Specifically here in the Philippines.
