Ok I go to my local community college and I applied for student aid, since my step dad is retired and my mom is still in school. On my student aid it says Student’s cost of attendance ,400. It also says that my family expected contribute is . It says on my student need ,399. Out of that ,399 how much will I be getting? Or will I never get any of it?

No one can answer that but your school. Many schools try to combine loans, grants and scholarships to meet the student’s total financial need, but I expect that’s very rare at community colleges. You will almost certainly be offered some aid, but whether it will approach the full amount, no one here can possibly know.
