One must have 2 years teaching experience in order to receive this certification. I am currently a student aid for a severe handicapped class. Would this count?

This is a question you must ask your state department of education licensure unit. My guess is, no. The experience of value needed for diagnosticians has to do with analyzing and planning, rather than following routines set in place by someone else.
However, being an aide is a wonderful resume booster for application to the Teacher Preparation Program, which would be your next step toward becoming a diagnostician. It is also excellent preparatory experience for when you do get your own classroom.
