what employment based category do nurses belong to?

this is with regards to employment based green card application.there are 3 categories. eb1, 2 and 3.
I was wondering what category do nurses fall under.

    I would say either E-3 or E-4.

    I mention the E-4 category because if you visit the website below and look at #9 it says

    - ‘Certain Foreign Medical Graduates (Adjustments Only)’

    Perhaps someone with a better understanding can shed further light on this.
